You can go to Pakistan from Muscat because you already exit from Dubai and you have stamp on it already.

It's not a travel ban, it's a travel warning. This is a routine kind of advisory statement that the State Department issues for the information and aid of US citizens who might be considering traveling abroad. It does not limit what you can do - US citizens are still entirely allowed to travel to Pakistan, at their own risk. However, the wording of the warning gives specific advice to American citizens in order to keep them safe. It may advise against travelling to a country at all, or it might tell specific places that are dangerous for Americans, or it might offer advice about activities or situations that are believed to be especially dangerous in the country in question.

The Pakistan travel warning is currently extremely strong, advising Americans to stay in their homes or hotels as much as possible if they are in the country, and especially advising against traveling into Pakistan by airplane (although train, car, etc. are deemed okay). Americans are also advised to avoid public gatherings in Pakistan right now. But all of this is advice only; if you are an unusually well-informed traveler, or if you have family in the area who can help you get around safely, or if you are just kind of stupid, then you are at liberty to ignore this advice if you want to.

You can get a Pakistani visa from the embassy in Riyadh or the consulate in Jeddah the visa fee would not be much, about US$ 48 or SR 180, look up the Embassy web site and follow the guidelines.

other then the normal odcuments u will need a strong letter from a local company u plan to visit . if its notarised its better .
it usually takes 4 months for the visa to be issued . and u will not be told if its going to be rejected or accepted earlier also .
better to apply in delhi and u will get the answer and visa issued in one day .

Required docs are:

•2 current Photographs, size 2x2 Visa
•a letter of invitation and a letter from the sponsoring company are required
•Duly filled-in Visa Application form
http://www.mofa.gov.pk/Consulates/dubai/contents.aspx?type=contents&id=1

Heard to obtain a Pakistani visa is the same hassle like to obtain an Indian one. Both visa sections seem to be a bit unorganized:))

All the best.
