It isn't really a country geared up for foreigners or tourism so don't expect the infrastructure to be tourist friendly. But as far as safety is concerned, is it no more unsafe then downtown Manhattan or London (I have lived in both these giants so I am talking from experience and spent 2 years in Karachi). I have never been to Thara but I doubt it will be any worse than south Karachi which like I said is the same as London or Downtown Manhatten.
